Abstract

An important factor in the socio-economic development of modern society and its regions is the state and possibilities of accumulating human capital. Strategic guidelines and guidelines for its development determine the prosperity and competitiveness of the territories. Based on the analysis of the texts of documents - the Strategy of Socio-Economic Development of the Republic of Tatarstan until 2030 and the Messages of the President of the Republic of Tatarstan R.N. Minnikhanov to the State Council of the Republic of Tatarstan for 2013-2019, the authors of the article identified the main topics of the official discourse of Tatarstan on human capital: the necessary competencies that meet the needs of the socio-economic development of the republic, improvement of conditions conducive to the accumulation and effective use of human capital, and mechanisms for increasing human capital.
