<trans-abstract xml:lang="en"><p>An analysis of the main conceptual provisions of the study the concept of "new normal" is presented. The factors shaping society in the conditions of the new normal are revealed, and how these factors cause the aggravation of social exclusion. It is noted that in the conditions of the formation of the "new normal", the main changes are taking place around modern digital technologies that help maintain social sustainability and inclusion, create opportunities for business development, employment, remote work, study, participation in politics, familiarization with culture, as well as new forms of communication. But they also generate new forms of inequality, digital divides. Digital technologies further increase the stratification and asymmetric relations between different groups of the population, create new forms of exclusion, deviant behavior and destruction</p></trans-abstract><kwd-group xml:lang="ru"><kwd>новая нормальность</kwd><kwd>эксклюзия</kwd><kwd>цифровизация</kwd><kwd>цифровые технологии</kwd><kwd>пандемия</kwd><kwd>институциональная парадигма</kwd></kwd-group><kwd-group xml:lang="en"><kwd>new normal</kwd><kwd>exclusion</kwd><kwd>digitalization</kwd><kwd>digital technologies</kwd><kwd>pandemic</kwd><kwd>institutional paradigm</kwd></kwd-group></article-meta></front><back><ref-list><title>References</title><ref id="cit1"><label>1</label><citation-alternatives><mixed-citation xml:lang="ru">Ефлова М.Ю.
